China's IPR policy gains good report

www.chinanews.cn 2007-04-27 10:04:16

(Source: China Daily)

Apr.27 - AmCham China yesterday released a survey, which suggests the
Chinese government is both capable of and willing to take action against
those who violate intellectual property rights (IPR).
The 2007 AmCham China Business Climate Survey said that 44.2 percent of
the US companies operating in China that responded to the poll said the
situation regarding IPR infringements had improved. A majority 48.1
percent said it had stayed the same and 7.7 percent said it had
deteriorated.
For those companies with experience of public security enforcement on IPR
cases, 51 percent said it had improved, 47 percent said it had stayed the
same and 2 percent said it had deteriorated.
For those with experience of Chinese customs enforcement on IPR, 43
percent indicated it had improved and 57 percent said it had stayed the
same.
The survey was carried out by the American Chamber of Commerce in China,
which represents more than 1,000 US companies here.
It said: "Over the past year, evidence has continued to mount that the
Chinese Government is serious in its intention to bring IPR protection
order to the Chinese market."
Various legal initiatives were advanced over the past year, such as a
string of new legislation and revisions of existing laws on online
copyright protection, royalty levies, patents and trademarks.
A 100-day nationwide campaign launched on July 15, which targeted pirated
audio and video products and computer software resulted in an average
haul of 19.46 million illegal publications every month through September.
In the whole of 2006, authorities seized 150 million illegal, pirated and
pornographic publications.
"Many of these positive developments reflect China's ambitious plans to
promote homegrown innovation," the report continued.
Early this month, the National Working Group for IPR Protection released
China's Action Plan on IPR Protection 2007, detailing 276 concrete
measures in 10 areas.
A National IPR Strategy Formulation will be completed by the end of June.
"Moreover, a continued surge in application filings in China demonstrates
that both Chinese and foreign companies are embracing these
developments," the survey said.
In 2006, there were more than 700,000 trademark applications filed in
China, and the number of invention patent filings rose to 210,490, up 21
percent on the previous year.
Despite the favourable report and China's progress on IPR protection,
Canada is likely to join the United States in complaining to the World
Trade Organization about the IPR protection situation here.
Canadian Trade Minister David Emerson was quoted by local media as saying
yesterday: "We are seeking clarification from China on its IPR
enforcement regime, given concerns expressed by Canadian industry.
"Our goal is to resolve this issue through dialogue with the Chinese
government and through cooperation with our trading partners."

Chinese shares climb another peak

www.chinanews.cn 2007-04-24 10:09:48

(Source: Xinhua)

BEIJING, April 24 - Chinese shares soared to another new high on Monday,
with the benchmark Shanghai Composite Index, led by steel and bank
stocks, breaking the 3,700-point mark for the first time.
The index, which covers both yuan-denominated A-shares and foreign
currency-denominated B-shares on the Shanghai Stock Exchange, jumped
126.69 points or 3.53 percent to close at a record 3,710.89 points.
Turnover reached 184.5 billion yuan (23.65 billion U.S. dollars).
The component index of the smaller Shenzhen Stock Exchange was up 426.42
points or 4.16 percent to 10,685.06 points on turnover of 105.4 billion
yuan.
The vast majority of the shares moved up - including 828 on the Shanghai
bourse and 578 on the Shenzhen bourse - with 110 of them going up by the
maximum ten percent.
Steel stocks recorded the highest rise, with Liaoning-based Fushun
Special Steel Co. Ltd., Gansu-based Jiuquan Iron and Steel Group and
Hebei-based Chengde Xinxin Vanadium and Titanium Co. Ltd. hitting their
daily ten percent limits.
The heavyweight Industrial and Commercial Bank of China gained 2.07
percent to close at 5.43 yuan, while the Bank of China was up2.36 percent
to 5.65 yuan.
"Following last week's plunge, the stock market has recovered rapidly
with shares rising on Friday and again today. This reflects continuing
market expectations of higher share prices", said Qiu Yanying, an analyst
at Shanghai TX Investment Consulting Co. Ltd.
Chinese shares plummeted by more than four percent on April 19 ahead of
the release of China's first quarter economic data and amid concerns that
an overheated economy might prompt the central government to raise
interest rates.
But the next day, when official figures proved to be "better than
expected", shares bounced back sharply with investors setting off on
another buying spree, said an analyst with Guotai Junan Securities.

Chinese Catholics mourn death of senior bishop

www.chinanews.cn 2007-04-21 18:43:05

(Source; Xinhua)

BEIJING, April 21 - Beijing's southern Catholic church hosted a large
crowd at mass on Saturday as many people came to mourn for Fu Tieshan,
the country's most senior bishop, who died on Friday.
Fu, chairman of the Chinese Patriotic Catholic Association (CPCA), acting
chairman of the Bishops Conference of Catholic Church of China (BCCCC)
and bishop of the Beijing Catholic Diocese, died aged of 76.
Bishops, clergy and Catholics from around China expressed their
condolences.
"The bishop was a person of great virtue and prestige. He performed his
duties with honor and devoted his life to preaching the gospel in China
with a patriotic heart," said CPCA vice chairman Liu Bainian.
Fu was born in Qingyuan County, north China's Hebei Province, in November
1931. He studied philosophy and theology in Beijing's monasteries and
became the first ordained and consecrated bishop after China began the
reform and opening-up policies.
"He insisted on independence and self-governance for Catholic churches,
which greatly boosted the development of Catholicism in China," Liu said.
His association and the BCCCC had informed all dioceses to hold memorial
masses and arranged a funeral ceremony on April 27, but Liu said the
venue was yet to be decided.
Zhang Tianlu, a priest from Beijing's southern Catholic church, said
priests of the Beijing diocese all had a deep affection for Bishop Fu and
and his death was a hard blow to local evangelism.
"But our faith will drive us to transform grief into power, which will
enable us to follow in his footsteps," Zhang said.
Fu was also vice-chairman of the Standing Committee of the 10th National
People's Congress (NPC), China's top legislature, and a Standing
Committee member of the eighth and ninth NPCs.
In a statement released after Fu's death on Friday, the Communist Party
of China (CPC) called Fu a distinguished patriotic religious leader, a
well-known social activist and a close friend of the CPC.

China launches 2nd oceanic survey satellite

www.chinanews.cn 2007-04-12 09:35:12

(Source: Xinhua)

China launched its self-made "Haiyang-1B" oceanic survey satellite from
the Taiyuan Satellite Launch Center in Shanxi Province at 11:27 am
Wednesday, April 11, 2007.

Apr.11 - China successfully launched its second oceanic survey satellite
"Haiyang-1B" (Ocean 1B) from Taiyuan Satellite Launching Center on
Wednesday.
The China-made satellite was launched at 11:27 a.m. and reached the
target orbit aboard a Long March-2C carrier rocket, China's most senior
ocean research official said.
The "Haiyang-1B", a crucial component of China's three dimensional
oceanic survey system, would be used to monitor the color and temperature
of the ocean, said Sun Zhihui, director of the State Oceanic
Administration.
The satellite would aid China's development and utilization of oceanic
resources, construction of ports, monitoring and prevention of oceanic
pollution, resource investigation and the development of coastal areas as
well as for study of global environmental changes, he said.
China launched its first oceanic survey satellite "Haiyang-1A" in May
2002 to monitor ocean color and temperature using remote sensing
technology
"Haiyang-1A" monitored the Bohai Sea, the Yellow Sea, the East China Sea
and the South China Sea.
Chief scientist Bai Zhaoguang said the "Haiyang-1B" is an upgraded
version of the earlier model.
"The operational life of 'Haiyang-1B' is expected to reach three years, a
year longer than 'Haiyang-1A'. The new satellite provides three times as
much information," he said.
"The satellite's observational devices now have a 3,000-kilometer range
-- up from 1,300 kilometers -- and its imaging devices provide higher
resolution photography," he added.
Haiyang-1B had a stronger structure than Haiyang-1A, enabling it to
withstand stronger shocks and jolts, he said.
Bai said the Haiyang-1B had software and Internet capabilities that
allowed it to repair itself in space, saying 10 computers worked together
to repair the spacecraft in the event of a technical breakdown.
The breakdown of a solar cell driver shortened Haiyang-1A's operational
life. But Haiyang-1B's improved technology would enable it to solve this
kind of problem by itself, Bai said.
The "Haiyang-1A", China's first experimental satellite to use ocean color
detecting, worked for 685 days from May 2002 to April 2004 with an
operational life shorter than the designed lifespan of two years.
During its operation, it completed 1,830 surveys and provided oceanic
information for 126 users including the oceanic administration, producers
of oceanic products, research institutes and universities.
SOA director Sun Zhihui said China would develop five more oceanic
satellites in the medium term, saying satellites were urgently needed to
develop the country's marine economy, provide a marine early warning
system and safeguard the nation's maritime rights.
"Haiyang-1B" is developed by the China Academy of Space Technology of
China Aerospace Science and Technology Corp (CASTC). It was launched on
the 96th flight of a Long March carrier rocket, which was developed by
the China Academy of Launch Vehicle Technology of the CASTC.

First boer goat with somatic cell cloning tech born

www.chinanews.cn 2007-04-10 17:44:25

Chinanews, Beijing, Apr. 10 C China's first boer goat born with somatic
cell cloning technology, the second boer goat born with such technology
in the world, was produced at the Tianjin Pasturage and Veterinarian
Research Institute at 12:40 on Monday, the Beijing News reported.
On Monday afternoon, this reporter saw the little goat at the lab base in
the Tianjin Pasturage and Veterinarian Research Institute. The new-born
goat was white in color and had a brown head, a typical feature of the
boer goat. The parent goat had white hair all over its body. The baby
cloned goat is named Jin Ying, which means the "hero in Tianjin".
The somatic cell cloning boer goat project was led by Liu Ling, a Chinese
American cloning expert. The project was kicked off in 2000. In 2003,
scientists injected the ear skin cells taken from an Australian boer goat
( the goat died in 2003) into the egg cell of an ordinary goat after
scientists took out its cell nucleus. Scientists then transplanted the
cloned embryo into the body of a receptor goat. Through hundreds of
experiments, scientists finally managed to transplant the cloned embryo
into the body of an ordinary female goat. After 155 days of pregnancy,
the female goat produced a 5.5-kilogram female baby goat, which carried
the same genetic information as the original boer goat.
Since Jin Ying was large physically, scientists had worried that it might
die before it was born, or might have some sequelae after it was born. So
scientists had intended to give a Caesarean operation to the mother goat.
In the end, the baby cloned goat was delivered smoothly in one hour on
Monday morning.

Chinese FM: Japan should honor history

www.chinanews.cn 2005-04-18 09:32:05

(Source: CRIENGLISH.com)

Apr. 18 - Chinese Foreign Minister Li Zhaoxing told visiting Japanese
Foreign Minister Machimura Nobutaka on Sunday in Beijing that "a correct
view of history" is a precondition for improving and developing
Sino-Japanese relations.
"The Japanese government have recently done a lot things that harm the
feelings of the Chinese people on issues like Taiwan and other
international matters like human rights and the subject of history."
Li Zhaoxing said he hoped Japan would take concrete actions to fulfill
its pledge to face up to and self-examine its history of invasion.
Tokyo approved a new edition of a high school history textbook earlier
this month, which glosses over Japanese atrocities and aggression during
the Second World War.
In addition, the Chinese government considers it's decision to issue
licences for drilling for oil and gas in the East China Sea as a serious
provocation.

Total in-use foreign investment exceeds 570 bn USD

www.chinanews.cn 2005-04-12 14:07:09

Chinanews, Apr. 11 - Sources from the Ministry of Commerce indicated that
510,000 foreign-invested enterprises had been established in China by the
end of this February and that accumulated foreign investment in actual
use exceeds 570 billion US dollars.
China has entered the foreign investment express lane since the beginning
of 90s. In 2003, China's foreign investment in actual use exceeded that
of the United States for the first time, becoming the most attractive
country for multinational companies in terms of investment. Up till now,
more than 400 of the World's Top 500 enterprises have made investments in
China, and 30 have established regional headquarters in China. In 2004
alone, foreign investment in actual use totaled 60.6 billion US dollars.
Experts point out that finance, insurance, securities, sales
distribution, foreign trade and travel services will become new lures for
foreign capital as China continues to open its service sector.

Iron ores prices may push up CPI

www.chinanews.cn 2005-04-08 13:03:17

Chinanews, April 6 - A 71.5% price hike in the price of China's imported
iron ore has been set in stone. Experts of the Pricing Monitoring Center
(PMC) of the National Development and Reform Commission (NDRC) said that
a chain effect caused by ore price increases might drive up the consumer
price index (CPI), thereby exerting more inflation pressures on the
Chinese currency.
Liu Manping, an official from the PMC, indicated that, in recent years,
China's iron ore import has increased 20% annually, up to 208 million
tons in 2004. The price of iron ore is estimated to reach 210 yuan per
ton in 2005. Based on last year's import volume, China will have to pay
43 billion yuan for imported iron ore in 2005.
Liu believed that, at present, prices of commodities closely linked to
daily life would not go up thanks to the lagging effect of iron and steel
price increases. However, after two years of continuous hikes, some
common commodities will undoubtedly see prices increases, thus becoming
an important factor in a gain in the CPI.
He also singled out for special attention the fact that housing prices
released by the State Bureau of Statistics do not include the price of
real estate. However, hikes in iron ore and steel prices play a
significant role in pushing up real estate prices.

CPI growth rate would be between 3% and 3.5% (2005-03-31)

Majority of Chinese netizens dream of a cross-border marriage

www.chinanews.cn 2005-03-31 13:10:42

Chinanews, Mar. 30 - Sina Net recently carried out a "Survey of Current
Chinese People's Attitudes to Cross-border Marriage" with 10,381
participants. 62.78% of the respondents dreamed of cross-border love or
marriage. When being pursued by a Chinese man and a foreign man at the
same time, 29.33% of female respondents answered that they would consider
giving priority to the Chinese man, while 10.59% chose the opposite.
75.61% believed cultural differences were the biggest concern in
cross-border marriages.
Chen Guangyao, deputy director of the Grass-roots Regime and Community
Construction Department of the Ministry of Civil Affairs, said:" The
number of Chinese men marring foreign women is increasing gradually. To
date, of cross-border marriages, Chinese men account for one-fourth."
The divorce rate of such marriages actually outpaces their growth rate. A
survey of Chinese marriages to foreign nationals carried out by the
Shanghai Municipal Bureau of Civil Affairs and the Population Research
Institute of East China Normal University indicates that the divorce rate
of Canadian-Chinese couples is as high as 60%.
Some scholars point out that although these marriages are trending more
and more rational, there are obvious selfish reasons for some
cross-border marriages. Once cross-border marriages break, the Chinese
spouse will be abandoned on an "island of cultural isolation" where they
have no relatives. People should consider the possible consequences in
advance so as to avoid cross-border marriages based upon utility.

China-Kazakhstan petro-pipeline begins construction

www.chinanews.cn 2005-03-25 13:05:24

Chinanews, Mar.24 - Yesterday construction of the Xinjiang section of the
petroleum pipeline between China and the Republic of Kazakhstan commenced
in Jinghe County; construction of the Kazakh portion has already started.
This indicates that the construction of petroleum transport artery
between China and the Kazakhstan--a move that has attracted much
attention from international energy circles--has begun in full scale.
The western segment of the pipeline starts in Atyrau along the Caspian
Sea coast and its eastern segment travels through Kenkiyak and Atasu,
finally reaching Xinjiang's Dushanzi Petrochemical Company. The pipeline
is over 3,000 kilometers in length and amounts to a three billion USD
joint venture between China and Kazakhstan.
According to plans, the pipeline will be completed on Dec.16 this year,
and its annual petroleum transportation capacity should reach 20 million
tons. Energy experts believe that its construction will benefit both
countries. China will be less dependent on petroleum from the Middle East
and secure a crude oil supply of convenience, safety and long-term
stability. Kazakhstan will establish a stable and reliable sales market
for the mass production of crude oil. The Caspian Sea coast and its
continental shelf is the third largest oil and gas resource in the world.
Kazakhstan plans to increase its petroleum output to 100 million tons by
2010 to meet foreign crude oil needs.

Economy continues rapid growth

(Source: CRIENGLISH.com)

BEIJING, Mar. 20 - A National Bureau of Statistics spokesman says that
China's economy will maintain its rapid pace of growth during the next
five to ten years.
Zheng Jingping said in Beijing Saturday that China's economy will
increase at a rate of eight to nine percent over the next five to ten
years.
The spokesman said the three factors supporting the rapid economic growth
are the high deposit rate and the large amount of direct foreign
investment, productivity advances as well as political and social
stability.
He pointed out that the high deposit rate will end within the next 15 or
20 years. However, the Chinese government has noticed the problem and is
taking measures to ensure the economy remains balanced.
He also noted that the economy has grown smoothly during the first two
months of this year.

Wooden movable type printing matrices discovered

www.chinanews.cn 2005-03-08 14:12:31

A well-preserved full set of wooden movable type printing matrices dating
from the Qing Dynasty (1616-1911) was recently discovered in an outlying
village in the mountainous area of southern Anhui Province. The set of
matrices is composed of outsize, large, medium and small-size characters
and various full-page printing blocks, stored in 52 large wooden boxes.
With a total of 28,976 wooden matrices, it is the most complete set of
wooden movable type printing matrices discovered. The set is currently
housed by the Yuan Quan Hui Culture Folk-custom Museum of Anhui Province.
The discovery of these matrices is of significant value to the study of
Hui culture.

Ingenious ways to propose

www.chinanews.cn 2005-03-07 14:18:40

Chinanews, March 7 - These days young Chinese are living their lives any
way they want. On the one hand, their parents have little to teach them
in this respect, or at least from their youthful eyes. On the other hand,
the ever-growing material wealth has made the spiritual aspect of their
lives somewhat commercialized.
When the spiritual life is materialized, anything goes. Romance can be
made. Love may be a feeling from within, but it can also be created or
plotted with materials.
In a plain word, plotted romance is a setup, or a show.
Nowadays, showmen are showing up in love scenes. Young people have
invented a variety of individualized ways to either propose for marriage
or express their love. These passionate shows involve elaborate planning
and have strong dramatic effects. We call them "shows of romance".
Some people regard such game-like romance shows as a breakthrough in
expressing love from the Chinese people's traditional implicit and
reserved expressions. On the one hand the phrase "show-making" means that
love should be romantic, on the other hand it is indicative that most of
the Chinese people are not romantic enough. From this perspective,
hopefully such show of love would stir up the Chinese people's some times
dull and uninspiring ways of love expression.

China to scrap all agricultural taxes in 2006

www.chinanews.cn 2005-03-05 10:17:53

(Source: Xinhuanet)

BEIJING, March 5 - China will exempt the agriculturaltax for farmers
throughout the country in 2006, two years ahead of schedule, Premier Wen
Jiabao announced here Saturday in his annual government work report to
the parliament.
"The agricultural tax will be exempted throughout the country next year,
which means what had been targeted for five years will be achieved in
three," Wen told the annual full session of the National People's
Congress (NPC) that opened Saturday.
The premier told the legislators that the government will speedup the
nationwide process of agricultural tax reduction, exempt the tax in 592
counties included in the national poverty relief program and do away with
livestock taxes across the country beforethe end of this year.
"Revenue decreases in local budgets brought about by reduced orexempted
taxes on agriculture and livestock will be offset principally by transfer
payments from the central government," thepremier said in his report.
This will involve an additional 14 billion yuan (1.7 billion USdollars)
from the central budget this year and will bring the total expenditure to
66.4 billion yuan (8 billion US dollars), he added.
The government first declared to phase out the centuries-old levies
during last year's annual NPC session, when the premier pledged to reduce
the overall agricultural tax rate by over one percentage point each year,
and rescind the levy in five years.
To date, 26 of China's 31 provinces, municipalities and autonomous
regions have announced termination of all agricultural taxes before the
end of this year, when about 730 million farmers will have been relieved
from the levy, said Fan Xiaojian, vice minister of agriculture, at a
recent work conference in east China's Shandong Province.
The five localities that will continue to charge agricultural taxes,
including the provinces of Hebei, Shandong, Yunnan and Gansu and the
Guangxi Zhuang Autonomous Region, will reduce taxes by at least 2 percent
this year, according to Fan.

China publishes white paper on regional autonomy for ethnic minorities

www.chinanews.cn 2005-02-28 15:02:01

(Source:Xinhuanet)

BEIJING, Feb. 28 - China published a white paper on Monday saying that
the country's regional autonomy system for ethnic minorities adopted half
a century ago has been in conformity with the country's "peculiar
situation" and proven to be in the common interests of all ethnic groups.
The 12,000-word document entitled Regional Autonomy for Ethnic Minorities
in China was issued by the Information Office of the State Council.
The system "is critical to enhancing the relationship of equality, unity
and mutual assistance among different ethnic groups, to upholding
national unification, and to accelerating thedevelopment of places where
regional autonomy is practiced and promoting their progress," the white
paper says.
"This major historical decision (to pursue the regional autonomy system)
was made out of consideration for the particular situation of China," the
white paper says.
By the end of 2003, China had established 155 ethnic autonomousareas,
which cover 64 percent of the country's entire territory.
"Before the founding of New China, the ethnic minority areas suffered
from low productivity, and underdeveloped economy, society and culture,"
the white paper says. Most of their populations were illiterate, and they
suffered epidemics of such contagious diseases as plague, smallpox and
malaria. "Some were onthe verge of extinction," it says.
As a result of over half a century's efforts, in the ethnic autonomous
areas the people's living conditions and environments have conspicuously
improved, people there now "share the achievements of development brought
about by the modernization construction of the country," the document
says.
In 2003, the GDP of China's ethnic autonomous areas reached 1,038.1
billion yuan (125 billion US dollars), exceeding 1,000 billion yuan for
the first time. The per-capita net income of rural residents in ethnic
autonomous areas was 1,895 yuan, 2.31 times that in 1994.

First privately-funded railway to commence this year

www.chinanews.cn 2005-02-24 13:41:58

Chinanews, Feb.23 - It was learned from the Ministry of Railways that
encouraged by the China's increasingly open policies, a private
enterprise is negotiating with the railway authority and both parties
have made some progress in their talks. At present they are preparing and
planning a new railway.
If an agreement is finally signed on the dotted line, it would be China's
first railway project funded partly by private capital. The railway would
be the last infrastructure industry to permit private capital to
participate. It is learned that the project under consideration is the
Quzhou-Changshan Railway in Zhejiang Province. It would be built with
private capital in partnership with the Ministry of Railways and the
local government.
The Quzhou-Changshan Railway is 45 kilometers long with an investment
budget of 775 million yuan. It is part of the railway from Jiangxi's
Jiukiang to Quzhou,Zhejiang.

Report predicts nation's development prospects

www.chinanews.cn 2005-02-19 20:57:01

SourceChina Daily

Feb. 19 - China is expected to become an "advanced developed country" in
the second half of this century, according to a report published on
Friday.
The China Modernization Report 2005, released at a seminar organized by
the China Center for Modernization Research under the Chinese Academy of
Sciences, concluded China will become a "moderately developed country"
before 2050 thanks to its ongoing modernization drive.
Experts and scholars involved in the study believe that China's
modernization of economy is scheduled to bring it into the ranks of the
world's top 40 developed countries in the first half of this century.
They predicted that the country's modernization process will be upgraded
in three stages to achieve this goal.
In the middle of this century, China will become a "moderately developed
country" instead of simply remaining as a "primarily developed one."
Around 2080, persistent economic growth will enable China to become a
"developed country" and then to be in front of the world's most
industrialized countries within the next two decades, the experts and
scholars say.
Analyzing China's history and the progress of its modernization so far,
the report puts forward a roadmap as a reference for the country to reach
the scheduled goal.
"China must follow a way of coordinately developing its industries and
agricultures, improving ecosystems in the process, adopting high
technologies along with appropriate ones and pushing forwards its
national economy in line with globalization," the report said.
Addressing the development problems China will face in the years to come,
experts warned that the country is presented with both opportunities and
critical challenges.
While benefiting from the era of economic and cultural globalization,
China has to work hard to maintain sustainable economic and environmental
development, ensure the stability of its power supplies, guarantee
financial stability and protect its national interests.
