Media must update on countryside

For a couple of weeks now, it seems that the subject of the "new
countryside," with all the grand investment and building plans, has not
occupied the front pages of the Chinese press as much as it did in
mid-March.

It is not hard to understand why. As one national newspaper editor told
me, April and May are China's diplomatic season, when leaders and the
press are busy visiting foreign countries and signing big orders for
international purchases.

But it may reflect a flaw in the execution of the "new countryside"
programme, especially on the national level. A consistent effort is
important to ensure that promises are kept, and money committed no matter
what specific issues leaders are engaged with at the moment.

Right now is a time when readers are waiting for fresh news from the
countryside, concerning what is being done and how local communities are
being strengthened and revitalized. All who care about China's future and
sustained growth based on sound social foundations, are eager to listen.

But, thumbing through all the Chinese newspapers in Beijing, which I
happen to have access to, it is hard to find any clues as to where the
money pledged one month ago has gone, how it is being spent, and what
kind of arrangement is there to ensure the best possible results.

The most mind-boggling fact is that the few leading Chinese economic
newspapers appear to have almost lost their interest all together. They
are back to their old business of reporting big policies, and playing at
guesswork concerning their relative merits, which is what they are good
at.

They would rather lavish space on new novels, new management books, and
new arrivals in the luxury goods market, while dispatching few reporters
to cover the stories in villages and rural townships.

What Chinese intellectuals have vehemently condemned since the 1980s, is
the so-called dual society that artificially separates the urban from the
rural. This ironically remains still vivid in the very products they are
currently churning out.

They tell everyone that they are yearning for changes in China. But they
cannot update their audience about the actual changes, however little,
that are actually happening. This only betrays an old thinking habit that
stubbornly refuses to change even when official policies are showing
signs of reform.

Occasionally, when there are articles about the new countryside, like the
one I read over the weekend, they are just about vague ideas like a
boring introductory course to political science. Such articles are either
written by scholars who have not been to the countryside for years, or by
those who are incapable of thinking in any kind of operational detail.

This is not the kind of press that will help China build the new
countryside. Those who habitually talk big ideas should not forget to
learn from the realities not only to save their brains from gathering
mould, but to learn how to render a useful service to society.

Those who are good at dropping names such as Warren Buffet and Jack Welch
should not forget that there are more than 600,000 villages in China.
Except for enterprises, which make up the largest part of China's social
institutions, each village needs good management.

Converting rural townships into modern communities and business centres
will need even greater management expertise.

I read recently that there is a programme for graduates from national
universities to staff the administration of rural townships, to both
learn and hone their managerial skills.

I wonder why the national media organizations do not send their young
reporters to stay in the countryside for a sustained period of time to
find out, and tell us, what's really happening out there.

Weighing the costs of luxury

Ours is a developing - and poor - country with a per capita GDP of
$1,970, giving us a ranking of 112th in the world. But that never seems
to dissuade us from lavishing our money on the latest modern
conveniences. The use of cell phones is an example.

Unofficial statistics (sorry, there aren't always authoritative
statistics available in this country) indicate that China has no less
than 400 million mobile telecommunications subscribers, and that on
average they upgrade their mobile phones every two years.

Inaccurate as that might sound, the figures at least suggest that every
few years hundreds of millions of cell phones end up at the backs of
drawers or in waste collectors' sacks. This also means that for every
replaced or stolen phone, a battery and adaptor are also rendered
redundant. Just imagine the waste.

The essential and original function of a cell phone is to facilitate
mobile communication - making a call or sending a text message while on
the go. But people's taste for constant renewal has conferred new meaning
on the cell phone: color screens, polyphonic ring tones, video games, MP3
players, digital cameras ... the list goes on. Each new modification
triggers a wave of replacements as people dump their old models. Young
people are the main target of these novel functions, but many middle-aged
people, mostly higher- and middle-income earners, also frequently update
their mobile phones as fashion dictates.

The desire for frequent replacements also derives from technical - or
disguised commercial - reasons.

Being the old fogey that I am, I have gone through three models since I
bought my first one seven years ago. I lost the first one, a Nokia, to a
thief and deserted the second one, a Samsung, because of an incurable
antenna problem. I bought my current one, an LG, two years ago, after the
Samsung service man told me, with a contemptuous look in his eyes, that
he could not find a replacement for my phone's antenna unit because it
was "too old". His reaction made me realize that three years could be
considered "old" in the world of mobile phones.

Now my third phone has begun to show signs of senility - it often happens
that the person I am talking to can hear me but I cannot hear him. I know
I may have to buy a new model because it could be difficult to find the
parts needed to fix my current model, which has been phased out. I feel
like I have been kidnapped by mobile phone merchants.

Mobile phones are not the only products that drive or induce us to pursue
constant updates. There are also TV sets, washing machines,
refrigerators, high-fi audio systems and so on.

It is unreasonable to blame people for craving a higher resolution TV
set, a faster computer or an automobile that is easier and more
comfortable to drive. It is human nature to constantly seek greater
enjoyment. Hundreds of years of development of modern industry have led
us to believe that science and technology are invincible and omnipotent,
and that so long as human beings are willing to explore new ideas, they
have the power to raise the level of human enjoyment without limit. In
other words, we assume that painstaking effort is the only fee we need to
pay in exchange for a life of constant improvement.

However, the huge piles of electronic garbage remind us that we have
ignored a more fundamental cost of modern luxury - the draining of
resources and the pollution of the air, earth and water. We should ask
ourselves: Is it moral for us to mine the resources of this planet beyond
what our generation needs, cutting into our offspring's stake just to
pander to our incessant avarice for luxurious enjoyment?

Day 01: Arrival in Beijing
Our guide will pick you up at Beijing airport and transfer to the hotel.
The rest of the day is on your own to explore the city.

Day 02: Beijing
Visit the Tiananmen Square, the Forbidden City and the Temple of Heaven.
The Beijing Duck Dinner is served at the original, century-old Quan Ju De
restaurant followed by a lively Peking Opera performance at the Liyuan

Day 03: Beijing
Visit the Badaling Great Wall. To avoid having lunch at shopping site
restaurants, you will be driven to have Sichuan food at a local popular

Stone Forest, Kunming

Day 04: Beijing - Xian
Visit the Summer Palace. Take a flight to Xian and transfer to the hotel.

Day 05: Xian
Visit the Terracotta Warriors and Horses Museum. To avoid having the poor
food at the site, you will take highway back to downtown to have lunch at
a well-known Cantonese cuisine restaurant. In the afternoon, visit the
Big Wild Goose Pagoda and the Great Mosque. After you enjoy the local
speciality, the Dumpling Banquet, you will be entertained with the
marvelous Tang Dynasty Music and Dance Show. (B+L+D)

Day 06: Xian - Guilin
Visit the Provincial History Museum. After enjoying the a la carte lunch
at a local famous restaurant, take a flight to Guilin and transfer to the
hotel. Enjoy Ethnic Songs and Dances at Lijiang Theatre after dinner.

Lijiang Old Town

Day 07: Guilin - Yangshuo - Guilin
Enduring memories are created today as you cruise down the Li River to
Yangshuo. Upon arrival in Yangshuo, a short bicycle trip to the
countryside will then be arranged. You will visit a local villager's home
to experience the farmer's lifestyle there. Alternatively, you can take
our electric car instead of taking bicycles. Transfer back to Guilin.
(Tips: Since the lunch on the Li River cruise can not meet your
expectation, TCG suggests that you have enough breakfast at the hotel

Day 08: Guilin - Kunming
Visit the Reed Flute Cave, the Seven Star Park and the Elephant Trunk

Visit the Stone Forest. Take a flight to Lijiang and transfer to the

Lijiang Old Town

Day 10: Lijiang
Visit the Baisha Village and a local Naxi family, the Baisha Murals, the
Rock Joseph's Former Residence in Yuhu Village. The afternoon is free for
you to explore the Old Town by yourselves. Enjoy the Naxi Ancient Music
and Dance Performance at Dongba Palace in the evening. (B+L+D)

Day 11: Lijiang - Shanghai
The morning is free. Take a flight to Shanghai and transfer you to the

Day 12: Shanghai
Visit the Shanghai Museum, the Yuyuan Garden, the Bund and a local
family. The Farewell Dinner is served at Central Hotel, whose restaurant
Wang Bao He has a history of around 260 years and is the best place to
serve Shanghai Cuisine. The memorable dinner will be followed by the

Visitors appreciate various military exhibits in an Exhibition on the
Building of National Defense and the Armed Forces in the Military Museum
of the Chinese People's Revolution in Beijing July 29, 2007. Marking the
80th anniversary of the founding of the People's Liberation Army (PLA),
the exhibition showcases the development of the PLA in its 80 years of
history, including advanced military weaponry and logistic outfits of the
army, navy, air force and the PLA's missile troop. The exhibition runs
from July 16 to August 20, and has embraced hundreds of thousands of

Chinese "muggles" translate Harry Potter book 7

July 28 - Less than a week after it officially went on sale worldwide on
July 21, fans in China have organized themselves to translate into
Chinese "Harry Potter and the Deathly Hollows," the seventh and final
volume in the phenomenally popular boy wizard series.
They clearly can't wait for the official translated version, still in
production by the People's Literature Publishing House, which will hit
shelves in three months' time.
An online translation team called "Hogwarts Translation School" has
already finished their own translated edition based on an "leaked
version" of Harry Potter book 7. The first 14 chapters of the translated
edition were already put online on July 23.
The team comprises more than 60 volunteers, a person nicknamed "Classmate
Xiao Wang", who is in charge of recruiting the translators, told weekly
journal Youth Weekend.
"Xiao Wang" said most team members, who were selected from around 200
online applicants, are college students, while about one third are high
school graduates.
"It's the first time for us to participate in such a large scale
translation work, and few of us are English majors," he reportedly said.
The volunteers were divided into groups, and each responsible for several
chapters. Every chapter will go through translation, revision, proof
reading and final review.
The first 14 chapters are ready, while the remaining 12 are undergoing
proofreading and final review.
The team's work has drawn tremendous attention online, as their
translated edition has been downloaded as many as 10,000 times on Monday
night alone.
When asked whether their work will negatively affect sales of the
official translated version, "Classmate Xiao Wang" was well prepared.
"I've contacted the publishing house and checked out relative laws," he
said, "and what we have done is within the law."
The translation team has also conducted an online poll which found seven
out of 10 respondents will buy the official edition even after reading
the volunteers' work.
Zheng Xin, an attorney with the Beijing-based Hao Tian Xin He law firm,
said this kind of non-profit behaviour is permitted by Chinese laws.
However, Sun Shunlin, an official with the People's Literature Publishing
House, expressed his concern. He argued that the translation released
online might be used by some pirates and be sold as books, which will do
harm to the official edition of translation.

BEIJING, July 24 - The housing prices in 70 large-and medium-sized cities
in China continued to rise in June, up 7.1 percent over the same period
last year.
Last month, the prices of newly-built commercial housing units were up
7.4 percent year-on-year, according to figures released Monday by the
National Development and Reform Commission in cooperation with the
National Bureau of Statistics (NBS).
The cities include Beijing, Shanghai, Tianjin, Shenzhen and Guangzhou.
The prices of low-cost housing rose 1.4 percent and the prices of
expensive housing went up 8.5 percent. The cities of Beihai, Shenzhen,
Nanjing, Beijing and Shijiazhuang reported higher-than-average price
hikes, the commission said. The housing prices in Beihai went up 15.5
percent and the prices in Shenzhen were up 13.9 percent.
Prices of second-hand houses in those cities were up 7.8 percent last
month over the same period last year and one percent higher than the
previous month.
Rising house prices have been a major bugbear of the Chinese people in
recent years as new houses are too expensive for most urban residents.
Speculation by domestic and overseas investors has been blamed as one of
the reasons for the price hikes.
The government has been keen to tame the wild property market as it has
sparked grave public concern over housing security and is fueling the
fast expansion of investment and bank lending.
China's real estate investment soared 28.5 percent from a year earlier to
988.7 billion yuan (130.6 billion U.S. dollars) in the first half of
2007, according to the NBS.
The growth was 1.6 percentage points higher than the first quarter and
4.3 percentage points higher than the same period last year, said the NBS.
Analysts attributed the rising investment to booming housing demand,
excessive liquidity and robust housing price hikes.
Amid investment by real estate developers, domestic bank loans rose by
25.9 percent year-on-year, enterprises' self-raised funds increased by
28.4 percent and foreign funds soared 68.7 percent.
The NBS announced last week that the real estate climate indices reached
103.63 points, 0.31 points higher than May and 0.7 points higher than the
same period last year.
The total area of "developed" land in China rose 7.6 percent to 118
million square meters in the first half.

Continuous heavy rainfall has been battering a large part of eastern and
southern China, with some parts witnessing the worst floods in decades.

July 14 - Premier Wen Jiabao visited villagers living in flood-stricken
areas in Auhui Province on Friday and urged governments at all levels to
do what they can to help the victims while committing more resources to
fighting the floods.
Sources with the State Food Control and Drought Relief Headquarters said
the water level of the swollen Huaihe River is descending, though it is
still dangerously high.
Continuous heavy rainfall has been battering a large part of southern
China, with some parts witnessing floods on a scale that has not been
seen in decades.
In an interview with Phoenix TV during an inspection of Wangjiaba Dam, a
major dam on the Huaihe River, Wen said the governments should ensure the
people affected by the flood have access to "food, clothes, clean water,
adequate medical care and shelter".
"These are the most important things," he said.
Wen also said residents living in buffer zones, which are flooded to
protect people downstream, will receive compensation at the "highest
standard".
He also encouraged people to return to work as soon as possible once the
water recedes.
The authorities will provide seeds to help farmers replant their fields
and arrange for some to raise animals to offset their losses, he said.
Heavy deluge has caused floods, landslides and mud flows along the middle
reaches of the Yangtze River.
In Chongqing Municipality, floods and landslides have claimed 43 lives,
affecting nearly 10 million people since April, a local government
official said on Friday.

Landslide hit Chongqing

A severe landslide hit Jianmin Village, Shuangjiang Town, Yunyang County,
Chongqing on the morning of June 22. Thanks to the timely forcast, no
casualties have been reported, despite the fact that many houses and
other facilities have been destroyed. Besides, many crops were smudged by
the landslide. It is possible for landslide to develop, thus local

Hot money bet on RMB once again

Chinanews, April 26 - Hot money returned to Hong Kong after leaving
abruptly not quite a month ago. RMB one year non-deliverable forward
(NDF) climbed sharply, reaching a high of 4925 points, increasing over
500 points over the previous Friday's level. As a predictive indicator of
an RMB appreciation, these statistics indicate that the overseas market
has once again warmed up to speculate on an upward move in the value of
the Yuan.
At 5 p.m. yesterday, one year USD/RMB NDF closed at 7.8065, a premium of
4700 points. Intra-day the NDF fell as low as 7.784, nearing a new
one-month low.
These movements were related to the appreciation pressure exerted on the
RMB in the past week by the international community, especially the U.S.
A week ago, the G7 Finance Ministers' meeting did not apply formal
pressure on the Chinese currency. But afterwards, U.S. Treasury Secretary
John Snow "specifically" pointed out that China has adequately prepared
for a more flexible exchange rate mechanism. Even though that was much
more moderate than the intervention desired by the U.S. Congress, it was
still unequivocably moving in the direction of a more flexible RMB.
This appeared to be the turning point. Following Snow's remarks, one year
NDF ended its rebound that lasted several weeks and started to decline
from the 7.8965 level.
Around the same time, Federal Reserve Chairman Alan Greenspan put in his
two cents worth. On the 23rd, testifying before a senate subcommittee
hearing, Greenspan said the RMB should unpeg from the U.S. dollar. The
peg would be detrimental to China's economic development. At the same
time, he predicted the timing of China's move on its currency, "Sooner
rather than later."
The following day, the 2005 Boao Forum for Asia provided another platform
for the world to discuss problems related to reforming the RMB exchange
rate. Even though views diverged, there was still a consensus -- the
reform of the RMB exchange mechanism was imminent.

Fireworks celebrate Chongqing anniversary

China rout Malaysia 4-1 for third consecutive win at Sudirman Cup

June 15 - China claimed its third win in a row in the 2007 Sudirman Cup,
beating Malaysia 4-1 to top Group A at the world team badminton
championships on Thursday.
Holders China, who already advanced into semifinals on the strength of
5-0 thrashings of Thailand and England, had been expected to present
another whitewash in their final Group A match against Malaysia.
It seemed very likely before 2006 Asian champion Lee Chong Wei of
Malaysia surprised world number one Lin Dan 21-17, 21-17 in the final
game.
While Chinese shuttlers clinched the first four points all in straight
sets, The eye-catching men's singles tie was a real consolation for
Malaysians, who finished their Sudirman Cup tour with only one win out of
the three ties.
Malaysia only had slim chance for a semi spot after two round-robin
rounds and appeared giving up the China clash in advance.
Their head coach Yap Kim Hock did not even trouble to see the play of
order, where men's singles were put in the final game instead of the
normal second, until minutes ahead of kickoff.
The five-time champion China has swept every match at the Sudirman Cup
since losing to South Korea in the 2003 final in the Netherlands.
England, who edged Malaysia 3-2 earlier in the week, have an opportunity
to make the semis for the first time since the biennial event was
inaugurated in 1989, if they can beat Thailand later on Thursday.
Indonesia and South Korea booked their semi-final slots on Wednesday
after ending as winners and runners-up of Group B.

Grand lobster feast

treat 15,000 guests from both home and abroad on June 12 to celebrate the

Hu, Abe agree to boost sino-Japanese ties

June 9 - Chinese President Hu Jintao said Friday that China will make
concerted efforts with Japan to advance their strategic,
mutually-beneficial relationship.
Hu made the remarks when meeting with Japanese Prime Minister Shinzo Abe
on the sidelines of the meeting between the Group of Eight major
industrialized nations and five major developing countries in Germany's
Baltic resort of Heiligendamm.
President Hu lauded the efforts made by Abe, the Japanese government and
people of all walks of life in developing China-Japan relations, saying
bilateral ties are faced with an important opportunity of further
development.
"There is a lot of work to do to seize this opportunity and push forward
the strategic, mutually-beneficial relationship between the two
countries," said the president.
The development of China-Japan relations bears upon the two peoples'
fundamental interests and has an important influence on peace, stability
and prosperity in Asia and the world at large, Hu added.
"We should always take hold of the development direction of China-Japan
ties from a strategic point of view, and make continuous efforts for the
two peoples' peaceful coexistence, friendship for generations,
mutually-beneficial cooperation and common development," he said.
Under the principles set forth in the three political documents, China
and Japan should lay a solid foundation for the further development of
bilateral relations by strengthening mutual political trust and
broadening mutually-beneficial cooperation, Hu said.
He said the history issue and the Taiwan question bear upon the political
foundation of China-Japan relations, adding that the appropriate handling
of the two issues is of great importance for the healthy, stable
development of bilateral ties.
The two sides should abide by commitments and implement their consensus
in their policies and acts, he said.
On the East China Sea issue, Hu said China and Japan would find an
acceptable solution for both sides if they stand by the general goal of
making the East China Sea "a sea of peace, cooperation and friendship."
For his part, Abe said this year marks the 35th anniversary of the
normalization of diplomatic ties between Japan and China, and is also an
exchange year of cultural and sports events.
Japan is willing to seize this opportunity to boost its strategic,
mutually-beneficial relationship with China, he said.
Abe said Japan will properly handle the history issue and the Taiwan
question under principles stated in the Japan-China Joint Declaration.
He hoped that the two sides could reach consensus on the joint
exploitation of the East China Sea as early as possible.
The two leaders also exchanged views on the global climate change, and
agreed to strengthen dialogue and cooperation in the area.
