Chinanews, May 30 C Chief of the Energy Resources Institute of the
National Development and Reform Commission Zhou Dadi pointed out at an
international academic forum May 28 that it is not China that has driven
world oil price up.
According to the facts presented by the authoritative scholar Zhou Dadi,
China's oil consumption today only accounts for 8 percent of the world
oil consumption; oil trade volume in China has not even reached 6 percent
of that in the whole world; and China's oil and gas import is far lower
than that of the US and Japan. Besides, it is also indicated by the fact
that China's oil import remained on the decline while world oil prices
reached record high last year.
Zhou said that world oil price rising did not result from the deficiency
of the oil and gas resources, but from diverse reasons, such as political
conflicts and instability of major oil production countries, which affect
the world oil supply; conflicts of interests between the oil export
countries and oil and gas industries, which slow the enhancement of the
oil supply; as well as abnormal wave of financial speculation, and
sustained booming of the world economy.
China's consumption of energy resources has increased at an accelerated
speed in the past 5 years. As China's industrialization and urbanization
are far from completed, infrastructure construction is being undertaken
on a massive scale, Zhou added. But China's present energy consumption
mainly depends on coal. And self-reliance is the key energy consumption
policy of China, with 90 percent of the one-off energy consumption
realizing self-support.
Zhou also indicated that China has put forward a new scientific approach
concept to development and the need to build a conservation-minded
society, to strive to develop various renewable energy resources. China
is currently in the lead in world in the utilization of the solar energy.
Moreover, bilateral and multilateral win-win cooperation in energy is
part of China's diplomatic policy of peace and peaceful development.
